Were NZ miners killed by lawyers?

Anyone who has ever worked underground will know that immediately following an explosion is the safest time to enter a mine to see if there are any survivors. The longer one waits, especially if the air cleaning system has been destroyed, the more likely it is that dangerous gasses will build up again. By delaying rescuers immediately entering the coal mine, the NZ authorities were increasing the risk of another explosion.

So what stopped the rescuers? Was it the fear that a further explosion would unleash a swarm of greedy lawyers? Were the NZ miners actually killed by the threat of lawyers suing the management and authorities? Whereas, in Chile and China, the lack of a threat of legal action allowed the successful rescue to go ahead.
