Were Cleveland police or the courts partly responsible for the two police officers’ deaths?

This is going to sound heartless and brutal. But I worry whether incompetence and inaction by Cleveland police or the uselessness of our supposed ‘justice’ system were partly responsible for the two police officers’ deaths in the A66 crash.

Let’s review the possible evidence:

• The five (IMHO) toerags who died could, of course, never be interviewed about their criminal activities and accomplices as they were (IMHO) thankfully very dead
• Yet within hours of the crash, the Cleveland police had arrested 10 or 11 people suspected of being somehow connected to the dead toerags.

This suggests that:

• either the Cleveland police knew all about the gangs terrorising Middlesbrough but had done little to protect the public and were only forced from inaction to action by the death of the two police officers
• or that the Cleveland police had tried to intervene to protect the public but the uiseless courts and useless magistrates/judges had repeatedly given arrested criminals such laughably lenient ‘punishments’ that the criminals felt they were invincible.

But now, Cleveland police seem to be getting off their possibly lardy backsides and taking real action against the gangs apparently ruling Middlesbrough with about 200 police being drafted in from other forces to clamp down on the gangs’ criminal activities.

Of course, this is just my ignorant personal opinion. But I wonder if there might be members of the Cleveland police force who may feel a certain amount of guilt over their previous lack of effective action against the criminal gangs?
